A traveler (waki) visits the temple of Kiyomizudera in the capital. There, he hears from a man at the temple gate (ai) about Tōgan, a lay monk who is raising funds to build a bridge nearby. Called over by the man, Tōgan (shite) appears and speaks with the traveler, then preaches while dancing. He plays a drum, extols song and dance as important components of Buddhism, and expresses his hope that everyone will go to Paradise.<br />
